The energy needs and circumstances of a household or a small company are different to those of an industrial company or a district commissioner's office.
Thus a distinction is made between

• households and small consumers
• public sector and energy supply sector
• industry and large-scale consumers

which are known as fields of action in the concept.

The fourth field of action is 

• transport.

This, however, affects all three other fields of action and is thus a so-called cross-section area.
