The energy policy action program consists of three parts, each containing a package of individual measures:
In elaborating the action program, both the limited financial and personnel resources as well as the possible effects and the feasibility of the measures had to be taken into account. The aim was to achieve a package of measures which would achieve the maximum effect and could realistically be implemented.
The action program was presented in tabular form with the following information on each individual measure proposed:
Activity:
Provides a brief outline of the respective work step, divided into preparation and implementation activity.
Examples of participants/responsibility:
Gives a rough indication of possible principal participants and possible responsibilities for the work step
Schedule:
Rough details of time and duration of the work for an individual work step
Costs for the public sector:
Provides qualitative information as to whether and for what reason the public sector will incur additional costs in preparation and implementation.

Give information on cross references to the measures which have to be taken into account in the implementation.
