The tasks of the State administration reflect its serving role. This must also be expressed in the way that the administration deals with the citizen.
An understanding of the tasks of the State administration also protects against the civil service being misunderstood as an obligation to do favours. Often the administration is called upon to place limits on the realisation of individual interests for reasons of the common good.
The State administration shall respect the dignity of the person. It works on the principles of legality, equality and good faith.
The principles of thrift, economy and expedience are founded on the knowledge that the administration works with resources which have been paid for by the citizens.
The State administration must be willing to disclose the reasons for its actions, insofar as the fulfilment of its tasks and the interests of the parties concerned allow this.
Correctness and the willingness to help the citizen must be a matter of course for the persons working in the administration.
