The members of government and the civil servants together form the State administration. They can only carry out their functions satisfactorily as a unit with a high degree of inner cohesion.
Every member of staff must devote his entire effort to the tasks assigned to him. He should identify with his activities and be willing to engage in constant further training. Further training promotes the development of the personality and thus also the performance and willingness to work of the employee.
In order to meet new challenges, a high degree of initiative is required. The ability to think in the wider context is becoming increasingly important.
The State administration is committed to active personnel development with the aim of achieving the highest possible qualification level.
Special care must be given to the selection of personnel, questions of inclination and aptitude, personnel promotion, task-oriented training and further training and the provision of modern work aids.
The management style has a major influence on the working atmosphere and performance. Each member of staff should be assigned a certain, fixed work area for which he is responsible. The regulations regarding the division of the tasks over the individual organs and administration units must be observed. Based on the clear responsibilities thus established, close cooperation is required, particularly in the case of complex administration sequences. Mutual respect and a willingness to support each other are the basic principles of cooperation.
All forms of collaboration depend on relevant, simple and unhindered information flows. Special attention must thus be paid to these. They should be supported by the appropriate information system. Particularly those members of staff entrusted with management tasks must give attention to the systematic handling of new challenges, effect improvements in the handling of existing tasks and take into consideration the possibilities of reducing State administration in various areas.
