Article 75
Organisation
(1) The organisation of municipal administration is regulated by law.
(2) The municipal councils are elected for a fiveyear term.
(3) In cases where no election proposals are brought forward for the election of the municipal council, those individuals whose names appear most frequently on the ballots papers shall be deemed elected.
(4) The mayor is directly elected by those who have the right to vote in municipal elections. This does not apply in cases where no election proposals are brought forward for the election of the municipal council or the election of the mayor or in case of a by-election of the mayor more than three years after the last general election. It can be established by law that the mayor shall also be elected by the municipal council, if a direct election is otherwise not possible or not appropriate for specific reasons.
