Article 53
Agreements
(1) The State may conclude agreements with other Länder or with the Federation on matters falling within their respective sphere of competence.
(2) The State Government decides on the conclusion of agreements. The State is represented by the State Governor in the conclusion of agreements.
(3) The approval of the State Parliament is required for the conclusion of agreements which bind the State legislator.
(4) A two-thirds majority of the votes cast is required for approval by the State Parliament of agreements which bind the State constitutional legislator. Such agreements shall explicitly be designated as having constitutional status in the decision giving approval.
(5) Agreements which require the approval of the State Parliament shall be published by the State Governor in the State Law Gazette, together with reference to the State Parliament’s decision of approval.
(6) The principles of public international law on treaties shall be applied to agreements between the State and the Federation. The same applies to agreements with other Länder, unless otherwise provided in the constitutional legislation of the Länder concerned.
