Article 34

Consultation on legislative proposals
 

   (1) Legislative proposals which are submitted to the State Parliament by the State Government in the form of a draft bill shall be subject to a consultation procedure.
   (2) Under the consultation procedure, legislative proposals are made available to the public for general consideration. Every citizen of the State may make suggestions for amendments during a specified period.
   (3) Legally recognised professional representative bodies, whose interests are affected by a legislative proposal, and the Association of Municipalities of Vorarlberg, are to be consulted under this procedure. Failure to consult does not nullify the constitutional status of the law concerned.
