The State seal is dealt with in more detail in the Law on State symbols, State Gazette 11/1996, 58/2001. Only the president of the State Parliament and the members of the State Government have the right to bear the official flag.
Pursuant to §§ 248, section 2, 225 and 227 of the Austrian Penal Code, Federal Gazette no. 60/1974, abuse of the State seal is a criminal offence.
History
A predecessor of the State seal appears for the first time in 1726 as the seal of the Vorarlberg provincial diet. It shows the coats of arms of Feldkirch, Bregenz und Bludenz.
Up until 1918 the State seal bore the State coat of arms granted by Kaiser Franz Josef in 1863.
In 1984 regulations on the State seal were adopted in the constitution.
Seals pressed into sealing wax were replaced in the 19th century by rubber or dry stamps with the State coat of arms.
